Guidelines for Implementation of TOPREC Directives on Professional Stamps

INTRODUCTION

The use of membership stamps by professionals is an age long practice among members of Certified/Registered professional bodies. The stamp which is usually accompanied by member’s seal and signature is an evidence of the members qualification or license to practice. It is only chartered or registered members of a professional body that are qualified to use them. The advantages include: control and standardization of professional practice, regulation of professional practice by members, prevention of quackery, and protection of qualified professionals who are registered to practice and uniformity and harmony in practice. The use of professional stamps is common among professional such as ICAN, ARCON registered Architects, and COREN registered members to mention few.

It is in the light of the above that TOPREC, as the regulatory body for the practice of urban and regional planning in Nigeria, Nigeria to be affixed on all documents prepared by them. TOPREC specifically directed the practitioners to purchase these stamps for use on documents such as Site Analysis Report and plans SAR & P, E.I.A Report, Technical Planning Report, TIA R, Layout Plans, Master Plan and others.
A registered Town plan is obliged to purchase the stamps through the NITP state chapters for implementation of the directives. The state chapter of the institute is to serve as agent of TOPREC for sale and monitoring of compliance. Other stakeholders like ATOPCON and respective planning offices are to be involved in the implementation of the directive.

The implementation in Lagos state:
Upon the issuance of the stamps to the state chapter in 2010, the process of implementation was initiated by the erstwhile chairman, Tpl. Makinde Ogunleye, fnitp who held several meetings among stakeholders with a view to ensuring smooth takeoff. Among the stakeholders consulted were: ATOPCON Lagos state ministry of physical planning and urban development, LASPPDA and notable practicing professionals.
The stakeholders were unable to build consensus on the implementation due to some obvious reasons bordering on pricing, types of documents, qualification of users, control of the stamps/practice and sharing formula. Various issues raised in respect of the above were subsequently considered and further discussed at various levels with a view to resolving them.
